Most time we thought level up magic skills is expensive. But there are more better ways to gain magic skills fast and it is very, very inexpensive. First buy 1k body runes, this will cost like 5k, then by 3k waters runes and 3k earths runes . That will cost maybe 20k if you buy it from the shop when there are more runes in it.
Next if you're a f2p player there is a great place to train. Go to falador and go into the mines to the east. Next there are some copper and tin ores to the right of the stair case. Go under the protection of those rocks. Now if you look around you can see tons and tons of scorpians. All you have to do is stand behind those rocks and use the spell weaken. You get 36XP per time you do this. And if you bought 1k bodies and the other runes you can do this 1,000 times. That's 36k experience! If you're a member and have 66 magic skills or higher, then head over to talvery. It's to the east of Castle wars. Head to the basement in the magic guild.
There are maybe 10 zombies behind a fence. Use the same technique described above and you will gain experience really fast. Also, this is a good spot because you can keep buying runes upstairs for even cheaper then in f2p worlds.
