Why? Because firstly trading accounts with anyone, whether it be free or paid for, is against the rules, and there's a good reason for this.
What if you go to someone who is selling their account, you pay them the money and then they say "ermmmmm, changed my mind, bye".
What are you going to do?
Probably not much since there is no real way to get your money back.
Even if you actuallt gain access to the account, the person will have recovery questions and claim that you're a hacker. They will get control of the account again and change the password, again, this will leave you with a loss.
Sometimes, people will claim that to get access to this high level account, you need to download some software. This should immediately ring alarm bells with you. They are more than likely trying to install a virus onto your computer, that will not only steal your own runescape account, but also passwords to any other site you've visited.
Maybe even your credit card number.
So all in all, you're going to lose big time. Don't ever try to buy someone elses account because they will end up scamming you and on top of that, I also strongly advise again powerleveling your characters (If such a thing exists for runescape)
